From the introduction "The initial field tests on the PRIVATE F at Hueco Camp, Fort Bliss, indicated that the problem of stability for missiles of this type is a serious and difficult one. Sine, the problem is dynamical, ordinary wind tunnel tests are inadequate and it becomes highly desirable, to investigate the possibility of flight tests on relatively inexpensive, small scale, rocket powered models launched by boosters from a launcher scaled down in proportion to the model."
